The Neighbourhood Plan-the process

The Neighbourhood Planning process was started in earnest in Ashover (December 2014) with a steering group of local parish councillors and volunteer residents keenly exploring the newly introduced neighbourhood planning process

Neighbourhood development plans

A neighbourhood development plan establishes general planning policies for the development and use of land in a neighbourhood, like:

  • where new homes and offices should be built
  • what they should look like

The plan can be detailed or general, depending what local people want.

Neighbourhood plans allow local people to get the right type of development for their community, but the plans must still meet the needs of the wider area. In most cases this will mean that neighbourhood plans will have to take into account the local council's assessment of housing and other development needs in the area.

Neighbourhood planning is a growing movement. As of April 2014:

  • around 1,000 communities have taken the first formal steps towards producing a neighbourhood development plan
  • 80 full draft plans have been produced for consultation
  • 13 neighbourhood plans have been passed at community referendums

In Ashover a questionnaire was delivered to all households in February 2015, this has been analysed the results of which are published on the Parish Council website.

Following extensive consultation and analysis and building on the existing Parish Plan, Ashover has prepared a draft Neighbourhood Plan. We are now inviting residents, businesses, agencies and other people and to give their views on it. The closing date for comments is 8th March 2015.

This is one of the early stages of gathering information from the local community which will feed into the plan. Illustrated below is the process that will be followed.

Neighbourhood Planning process

A previous consultation process carried out in 2006 resulted in the production of the 'Ashover Parish Plan 2006'.

This helped to inform Council of matters at the time and sets the scene for the current Neighbourhood Plan which is in the process of being produced.
